Bia East District Assembly Tops Ghana’s 2025 PFM Compliance League Table

The Bia East District Assembly has made an unprecedented leap in Ghana’s Public Financial Management (PFM) Compliance League Table, rising from 175th position in 2024 to become the best-performing district assembly in the country in 2025.

The assembly scored 94.50 percent to secure the top spot in the national assessment, marking the first time the relatively new district has achieved such a feat.

The ranking reflects the Assembly’s performance in key areas of public financial management, including compliance with procurement procedures, financial reporting, documentation, accountability, and the management of public resources.

The District Chief Executive (DCE), Hon. Francis Amankwah, described the achievement as the result of commitment, discipline, and teamwork.

“When I assumed office, I was determined to leave a positive mark on the district. This achievement is not mine alone. It reflects the dedication and hard work of the entire Assembly,” he said.

Hon. Amankwah noted that the close working relationship between the political leadership and the administrative staff had contributed significantly to the Assembly’s performance.

According to him, cooperation among departments has ensured that decisions are implemented efficiently and that financial management processes are strictly adhered to.

He said the recognition serves as an encouragement for the Assembly to work even harder.

“We are excited about this achievement, but we are not complacent. There is still more work to do, and we remain committed to improving the lives of the people of Bia East,” he stated.

The DCE said the district has also recorded progress in infrastructure and social development, particularly in education, healthcare, water supply, and human resource development.

Despite the gains, he stressed the importance of maintaining strong internal controls and continuously building the capacity of staff to sustain the Assembly’s performance.

Hon. Amankwah encouraged other Metropolitan, Municipal and District Assemblies to strengthen their financial management systems and uphold transparency and accountability in the use of public funds.

He said every Assembly has the responsibility to safeguard public resources and ensure that development reaches the communities they serve.

The Public Financial Management Compliance League Table is used to assess the financial management performance of metropolitan, municipal and district assemblies across the country and has become an important benchmark for measuring transparency, accountability and compliance with financial regulations at the local government level.

For Bia East, the latest ranking represents not only a remarkable improvement but also a significant milestone in the district’s efforts to build public confidence through responsible governance.
